Protest planned at Los Angeles police meeting

Now, the LAPD has released surveillance video that seems to show Snell ducking and running around a parking lot while holding a gun.

Police believed the auto may have been stolen because it was fitted with paper license plates, Beck said, and the pursuing officers witnessed Snell hide from them in the rear of the vehicle before he exited when it slowed down. A suspect was shot and killed as police responded to reports of a man with a gun Sunday afternoon, according to Officer Liliana Preciado.

Snell then tucks the gun back into his waistband and runs around the corner of a strip mall as officers chase him. This was one of two fatal officer-involved shootings over the weekend.

On Tuesday, protester chants interrupted a Los Angeles Police Commission meeting, prompting the board to move into closed session.

Snell, sitting in the back seat, looked at the officers, then ducked "as if to hide from them", Beck said.

Surveillance video released by the LAPD appears to show a man with a gun prior to a fatal police shooting in South Los Angeles on October 1, 2016.

A fatal police shooting of an 18-year-old black man in Los Angeles is under investigation, police said on Sunday, a day after the deadly use of force drew protesters to the scene.

The shooting prompted protesters to gather Saturday night in Los Angeles.

An officer fatally shot the man, less than two blocks away from where the foot pursuit started. Snell is the third black man in five days to have been shot dead by police in Southern California.

The Sacramento Bee enhanced audio on videos released by police and reported that two officers talked about trying to hit Mann with their police cruiser before shooting him 14 times.

LAPD Chief Charlie Beck says he and Mayor Eric Garcetti spoke at length about the issue and made a decision to release the video to correct what the chief described as competing accounts about Saturday's shooting.

Several hundred yards into the pursuit, Snell, who was on probation for a felony assault charge at the time, turned toward the officers and pulled a handgun from his waistband.

He hoped the general public would see an armed man "intent on keeping the weapon", he said.

KABC reports that police say that, around 1:40 p.m., they tried to stop a auto with paper plates they thought was stolen near Western Avenue and 106th Street. "I've seen them where I'm at a loss to explain why", he said.

These events, unfortunately, come on the heels of other officer involved shootings around that country that have left many of us questioning why they had to happen.

But when officers examined what looked like the man's gun, they learned it was a "replica handgun - it is not an actual firearm", Beck said. Last Tuesday, police in San Diego suburb of El Cajon shot dead Alfred Olango when he pointed at an officer what turned out to be an electronic cigarette device. They chased him to a driveway where Snell turned toward them with the gun still in his hand, the chief said.

Eddie H. of the Los Angeles Community Action Network attempted to put Simpson's words into context, telling the commission that "when we cry out saying no more blood in the streets of our young men and women, our sisters, our mothers, our fathers, we're serious about this". Beck said Snell, 18, had a fully loaded semi-automatic handgun in one hand and turned toward officers when they fired.
