Trump's new focus on governmental reforms comes as he is sliding in a slew of national and battleground state polls following two weeks of damaging disclosures about his treatment of women - first an audio recording of Trump bragging about groping women, and then almost a dozen allegations from women who said Trump groped or kissed them without their consent.

"It is time to drain the swamp in Washington, D.C.", Trump said Monday.

He wants to re-institute a ban to prevent Executive Branch officials from lobbying the government for five years after they leave government service and to ensure the ban can not be lifted by executive order.

Trump also called for congressional term limits.

The GOP presidential nominee said he would also expand the definition of a lobbyist to close loopholes used by former government officials.

In another proposal, Trump pledged to reinstitute a five-year ban on executive branch officials from lobbying - something Bill Clinton instituted in his presidency and then rolled back as he left office.

In a rarity this election cycle, Trump's lobbying and ethics ideas won support from Sen.

While the media focus is on allegations of sexual assault and GOP infighting over Trump's leaked 2005 hot mic comments about groping women without consent, the campaign is seeking to solidify Clinton's image in the minds of voters as a corrupt insider beholden to a system that doesn't share average American's interests, according to a campaign aide. He comes to the state now laying the groundwork for a loss, tweeting over the weekend that the election was "rigged".

Trump's proposals go well beyond current ethics rules governing former lawmakers and administration officials who become lobbyists, known as the "cooling off period". Even Paul Ryan has tried to work with him and found it impossible.

Several officials from the lobbying firm BGR Group have donated to Trump.

Obama: When he took office, Obama issued an executive order barring any of his political appointees from working for an agency they had lobbied within the past two years.

Trump, in announcing his ethics and lobbying proposals, blasted his Democratic rival Hillary Clinton as too cozy with special interests.

This sparked the ire of Trump, who publicly chided Ryan and other establishment Republicans for abandoning his campaign about a month out from Election Day.
