Ex-Bill Clinton aide memo roils wife's campaign over ethics

The email was one of thousands released by WikiLeaks from Podesta's hacked Gmail account.

A newly revealed memo from a former aide to Bill Clinton details substantial overlap between donors to the nonprofit Clinton Foundation and the former president's personal financial activities, a $30 million-plus enterprise described in the memo as "Bill Clinton, Inc". "I could see for anybody in the State Department (being asked), 'What will you do if someone from the Clinton Foundation calls the State
Department and wants help with something?' ..."

The Clinton Foundation has been among one of the biggest vulnerabilities in Hillary Clinton's campaign for the White House. The Foundation adopted numerous recommendations. In the memo, Band details his own consulting company, Teneo, and its relationship to the foundation's top donors as well as how those top donors also enriched Bill Clinton through what Band called "Bill Clinton, Inc".

The memo breaks down the more than $50 million in "for-profit activity" Band's corporate consulting firm, Teneo, helped "secure for President Clinton to date". This included four business deals in effect for the former president at the time the memo was written, in late 2011, as well as numerous paid speeches and appearances. As the Wall Street Journal put it, "The memo removes any doubt that the [Clinton Foundation] is little more than an unregistered super PAC working on the Clintons' behalf". The Clintons have vehemently denied any conflicts of enrichment or improper dealings, emphasizing the charity's high esteem in the world and by watchdogs for the work it does. This is the cold, hard reality of the Clinton political-business model.

"The more emails WikiLeaks releases, the more the lines between the Clinton Foundation, the Secretary of State's office, and the Clintons' personal finances are blurred", Trump said in a statement.

"Mr. Band called the arrangement unorthodox".

Another achievement cited by Band: Laureate International Universities, a chain of for-profit international colleges, which donated to the foundation and agreed to pay Bill Clinton $3.5 million a year to serve as honorary chancellor. "All of their talk about charitable work masks the fact they were eager to get their own cut of the action". Band then noted that the "relationship has grown into a business relationship for President Clinton and a donor relationship for CGI".

In the 12-page memo, Band describes how he and several colleagues spent much of the years after Bill Clinton's presidency working to fund the Clinton Foundation, which has raised almost $2 billion from individuals, corporations and governments for charities focusing on climate change, economic development, health, women and girls issues and other causes. In the email to which Band's draft memo was attached, Band tells Podesta he has removed the "lasry section all together".

Teneo also pressed corporations for donations to the Clinton Foundation, which the company confirmed in a statement to the media yesterday. WikiLeaks and Moscow have denied the charge. These documents will show fundraising and spending between October 1 and October 19_giving a sense of what resources each side had available as the campaign entered its frantic final stretch. But Glen Caplin, a spokesman for Clinton's campaign, offered a defense of her leadership at the State Department Thursday. A recent tour of several African countries gave Clinton, his daughter Chelsea, and a handful of donors and aides a first-hand look at the philanthropic work of the Clinton Foundation. But then she'll have to wake up on November 9 and come to terms with the fact that an unfriendly Congress is going to spend the next four years tormenting her over her email scandal and the tangled web of relationships at the Clinton Foundation. Band finally resigned from the foundation past year. It only matters for research and press purposes - i.e.it will invite press scrutiny and she'll be held accountable for what happens there. While Secretary of State, Hillary Clinton did not disclose any gifts or free travel, as required. The investigator wrote: "It appears Dow is paying Teneo for connections with Clinton".
