United States to send small team for Bonn Climate talks

U.S. Senator Tim Kaine, a member of the Senate Foreign Relations Committee, introduced a resolution Thursday with fellow committee members, stating that the United States should continue to exercise global leadership to address climate change and should not retreat from the Paris Climate Agreement.

The Trump administration is reviewing whether to withdraw and a decision expected in the next few weeks.

Theresa May is also facing pressure from the UK's environmental groups to use her position to influence Trump to commit to the Paris agreement.

According to reports, the Trump administration is expected to announce a decision as early as next week to possibly withdraw the US from the Paris Climate Agreement.

EU Climate Commissioner Miguel Arias Cañete, who has telephoned White House officials to press them on the climate issue, said, "there is room for the new USA administration to chart its own path".

The officials weren't authorized to discuss internal deliberations publicly and requested anonymity.

The U.S. agreed to reduce its annual greenhouse gas emissions by 26 to 28 percent below 2005 levels, or by about 1.6 billion tons, by 2025. While politics and policies may change, science is giving us a clear and consistent message about climate change.

Trump's decision on that accord - if it were to come on Tuesday - would land in the first week of climate talks, just as his election occurred in the first week of the last major talks in Marrakech.

The Department of State gave generic, boilerplate responses to questions countries posed regarding aspects of America's commitment under the Paris agreement.

Widely hailed as the last chance to stave off worst-case-scenario global warming, the Paris pact was criticised by Mr Trump during his presidential campaign; he also promised to "cancel" the deal as president.

The letter also called on G20 leaders - who will meet on 7-8 July - to "explicitly acknowledge" climate change at the gathering. A US exit would not necessarily doom the deal, but it would significantly undermine its credibility and further diminish the chances the world will meet the agreement's target of keeping global temperatures from rising more than 2°C (3.6°F) by 2100. Some Trump administration officials believe it's better to withdraw than to be stuck with commitments that conflict with Trump's energy plans, since falling short of commitments without formally exiting the deal could leave the federal government vulnerable to legal challenges.

The delegation will be led by Trigg Talley, a senior diplomat who has lead climate negotiating teams for the state department at previous meetings. Though the agreement envisioned updated targets being more ambitious — not less — there's nothing prohibiting a country from downgrading its targets, the Obama officials have said. But we need a partner in the federal government.
