Proposed BASD budget has no tax increase

The School Board voted 6-1 to adopt the budget following Monday's meeting of the Charlottesville Albemarle Technical Education Center board.

For Batavia City Schools, the budget totals 50-million dollars and carries no property tax increase.

"You do have a lot to say". But it must appear in the 2017-18 budget.

Even the $30.48 million improvement project that passed handily in February will have no affect on the tax levy, with a third of the cost coming from the district's capital reserve fund and state aid, and the rest from a 15-year bond offset by state aid.

The budget also funds a "mobile crisis response team" that will be staffed by a psychiatric nurse practitioner and two clinical social workers and respond to students in urgent need of mental health support - students potentially on the verge of harming themselves.

Two incumbent Mahopac Board of Education members were ousted.

According to the New York State School Boards Association, the average proposed school district tax levy increase in will be 1.48 percent, well below the 2 percent property tax cap. A proposition concerning funding for the Aurora Free Library and Hazard Library passed 378-130.

As part of the meeting's consent agenda, board members approved a number of resignations/retirements from classified employees, including: Lori Libra (Technology and Data Coordinator), Kelly Harkless (Administrative Secretary), Dawn Crossman (Paraprofessional), Annie Nelson (Paraprofessional), Nikki Shaw (Title 7 Liaison) and Zachariah Priem (Custodian). Michelle Lyon (364) and Jim Struble (334) won the two available three-years terms on the school board. "In addition to maintaining all academic programs, the budget adds positions to accommodate for enrollment increases, maintains favorable class sizes and meets pressing student needs".

Those schools will also receive renovations and updates to classrooms and other educational spaces. However, voters will be asked in a separate proposition to allow the district to replenish the fund with end-of-year surpluses for four more years, finishing out the fund's 10-year term.

Aurora school board member Cathy Wildman said Aurora already has enough policies creating safe schools by prohibiting discrimination. Spending for specific projects will be subject to voter approval. The proposed property tax levy would be $7.1 million, up $106,993, or 1.53 percent from the 2016-17 budget, which is within the NY state property tax cap for the district.

District voters approved the $57.3 million spending plan for 2017-18 by a margin of 723 to 112.

However, Ljungberg said he doesn't feel the budget defeat Tuesday was due to the increases, calling the proposal very conservative.

Catania has said the district plans to pair the incurring of that new debt with shedding its current debt service from capital projects in 2000 and 2007 - approximately $1.05 million per year. The vote was 179 to 25.

The Randolph Central School District proposed a 2017-18 budget of $20,294,455 - a 19.20 percent increase from 2007-08.

The tax levy will increase by about 2.67 percent.

Jaime Costello was elected to the school board, narrowly defeating Suzanne Hamalak, 63-61.
