No budget deal yet as Illinois nears end of legislative session

Marchers sang and chanted Tuesday on the final stretch of a 200-mile trek across IL to demand a state budget, a mood that was dampened later when several allegedly disruptive protesters were removed from the House gallery and a tired group waited outside Gov. Bruce Rauner's office in hopes of talking to him.

A previous version of the bill passed by the House and Senate in 2016 was vetoed by Rauner over concerns that it didn't do enough to prevent voter fraud.

In a new wrinkle on his property-tax freeze pitch, Rauner said he believed residents should have the ability to force local governments through referenda to lower property taxes.

A group of school superintendents from districts statewide held a press conference in the Illinois State Capitol on Wednesday, calling for the passage of a full-year budget, instead of just a temporary stopgap, and changes to the school funding formula. It still needed House approval as of Tuesday afternoon.

Concerned lawmakers and citizens who oppose SB 31 warned that the measure will encourage lawlessness in the state. Sen.

The new fiscal year begins July 1st and there's speculation the state budget will be put off by lawmakers until the end of June. "While Speaker Madigan's Democrats continue to argue over how big of a tax hike to impose on the people of IL, the governor remains focused on enacting real and lasting property tax relief". Democratic Rep. Greg Harris said in reference to the deadline that Democrats will "cross that bridge when we come to it", but with the deadline on Wednesday and no agreement in sight, running over time seems nearly inevitable.

A House panel advanced a $37.3 billion Senate-backed spending plan that would be funded by a $5.4 billion tax increase. While "Motor Voter" was an "opt-in" system, AVR is "opt-out" - eligible voters are registered unless they choose not to let their names go onto the voting rolls.

Had Rauner opposed the bill, he would've been the only one. IL could use the revenue from iGaming - an activity that is going on illegally in the state to some degree - anyway.

That provision was not included in two separate Democratic-sponsored property-tax freeze measures that passed the Senate and moved to the House on Tuesday. House Democrats must still be briefed on those changes to gauge support.

Gervais said that's especially noteworthy given the current highly-partisan period in IL politics.

Madigan says Rauner should now focus on resolving the budget impasse.
