London police have identified two of the three men believed to be responsible for a terror attack in the British capital on Saturday, which killed seven and injured dozens more.

LONDON (AP) - Police searching for a French man who has been missing since the London Bridge attack say they have recovered a body from the River Thames.

After police named two of the attackers and revealed that one was previously known to security agencies, May's Conservative Party faced further questions about her record overseeing cuts to police numbers.

The second attacker was Moroccan-Libyan Rachid Redouane, with the third still to be identified.

Police said they were still working to establish the identity of the third attacker.

"Detectives investigating the London Bridge terror attack have carried out a search warrant at an address in east London in the early hours of Wednesday", police said.

The attackers were wearing what appeared to be explosive vests that were later discovered to be fake.

May characterized the latest attack as the work of Islamic extremists, but no group has yet claimed responsibility.

"A large part of the outer cordon of the crime scene in place following the terrorist attack in London Bridge has now been reopened", police said.

Police raided properties in Barking on Sunday and two on Monday in nearby Newham and Barking.

Butt had featured in a Channel 4 documentary, The Jihadis Next Door, broadcast previous year.

- Barking resident Erica Gasperri said she had reported Butt to police after she saw him teaching local children about Islam and showing them how to pray.

Collina said she understood the anguish felt by the family and friends of those killed and injured in the attack and vowed to try to prevent other young Muslims from becoming radicalised.

The attack, and prior attacks in Manchester and near Parliament in London, have prompted Prime Minister Theresa May to call for tougher counterterrorism laws even if it means changing human rights protections.

London Mayor Sadiq Khan said questions would need to be asked about what the police knew about Butt. Authorities have said the London attack was apparently unconnected to the Manchester bombing.

Neighbors described Butt as an avid weightlifter and Transport for London confirmed he worked for London Underground in customer service before leaving last October.

London police said more officers - armed and unarmed - would be deployed across the city, and there would be additional security measures on the city's bridges.

Christine Archibald and Kirsty Boden were among teh first victims to be named.
