A diplomatic row erupted between Russian Federation and the United States

Washington- The United States ordered Russian Federation on Thursday to close its consulate in San Francisco and two diplomatic annexes in NY and Washington, in response to Russia's order that Washington should cut its diplomatic staff in Russian Federation.

The Kremlin said on Friday that a USA decision to close Russia's San Francisco consulate and buildings in Washington and NY pushed bilateral ties further into a blind alley and fuelled a spiral of tit-for-tat retaliatory measures.

The statement Thursday from the State Department noted that the closures mean both countries will remain with three consulates each.

But she added a conciliatory note.

There was no immediate reaction from the Russian government. Russian President Vladimir Putin ordered in July that 755 American diplomatic personnel leave Russia by Friday.

Lavrov defended Russia's decision to cut USA diplomatic staff as reciprocal reaction to the US expelling Russian diplomats last December.

Russian officials said that demand was Moscow's response to a USA law strengthening sanctions against Russia over issues including its alleged meddling in the US presidential election in 2016.

Back in December, then President Barack Obama expelled 35 Russian diplomats from the US, including four employees and their families from the Russian consulate.

The move by Washington was in response to Moscow's decision to cut American diplomatic staff in Russia to numbers equalling Russian staff in the USA and seizing two U.S. properties in Moscow.

White House officials later told reporters the president was being sarcastic.

Russian Foreign Minister Sergei Lavrov expressed his "regret" over the directives issued after Secretary of State Rex Tillerson called him to announce the decision.

Tillerson and Lavrov also agreed to a meeting in September, according to the official.

The tit-for-tat response underscored how relations between Washington and Moscow have only spiraled downward in the seven months since President Donald Trump came to office promising improved ties with Russian Federation.

The Russian Consulate in San Francisco said in an online statement that the decision to close the Consulate General of Russian Federation in San Francisco was "another unfriendly step of the US authorities".

And in the announcement Thursday, State Department spokeswoman Heather Nauert said this was another step "in the spirit of parity invoked by the Russians". But pressure from Congress, particularly from Democrats, to respond to intelligence agencies' findings of Russian election meddling, have hampered those efforts.
