United States calls for vote on new N Korea sanctions

"This evening, the United States informed the UN Security Council that it intends to call a meeting to vote on a draft resolution to establish additional sanctions on North Korea on Monday, September 11", a statement from the U.S. mission to the UN read.

Japanese Defense Minister Itsunori Onodera suggested implementing stronger economic penalties to encourage North Korea to alter its behavior.

Britain's U.N. Ambassador Matthew Rycroft, who backs "robust" new sanctions, said Thursday that the USA proposals to ban all oil imports and textile exports and prohibit North Koreans from working overseas - which helps fund and fuel the country's nuclear and missile programs - are "a proportionate response" to its "illegal and reckless behavior".

Experts say Pyongyang appears close to its goal of developing a powerful nuclear weapon capable of reaching the United States, something U.S. President Donald Trump has vowed to prevent. Mr Kim has said he won't negotiate unless America drops its "hostile" policies.

The mouthpiece of the North's ruling party called for more "miracle-like events" such as the two ICBM tests to deter the United States which it said was bent "decapitating" leader Kim Jong-Un.

South Korea braced for a possible further missile test by North Korea when it marks its founding anniversary on Saturday. While China and Russian Federation have condemned Mr Kim's actions, they have said the ultimate goal needs to be to coax him to the negotiating table and avoid a war. China is North Korea's main ally and by far its biggest trading partner, including for oil shipments. The proposal plans to place a ban on all natural gas and oil exports.

"Along with pressure on the North Korean regime to induce it to abandon provocations in the implementation of its nuclear and missile programs, it is necessary to emphasize and increase the priority of efforts to resume the political process", Lavrov said.

A draft of the US resolution would bar crude oil shipments to North Korea, ban the nation's exports of textiles and prohibit employment of its guest workers by other countries.

The council diplomat, who spoke on condition of anonymity, said he expected negotiations on the draft resolution to lead to some changes that could address Russian and Chinese concerns.

North Korea already warned Friday the USA will "pay dearly" after its United Nations ambassador Nikki Haley said the regime was "begging for war".
