The average for the final week of September was $2.70 per gallon as of Sept. 24.

For the West Coast, the most expensive market in the Lower 48, the increase in gasoline inventories translated to lower gas prices, though most states are still above $3 per gallon.

According to AAA, the current average price for a gallon of regular gas in the Tri-Cities is $2.515 per gallon. Prices are expected to "slowly drift lower as inventories slowly improve", GasBuddy.com senior analyst Patrick DeHaan said.

The latest survey from GasBuddy shows average retail gasoline prices in ME fell 10 cents per gallon in last week, averaging $2.56 on Sunday. The price at the pump surged when Harvey struck refineries along the Gulf Coast, then remained elevated as demand spiked in the southeastern USA following Hurricane Irma.

Some states are still feeling the effects of Harvey at the gas pump. "We're still getting back on our feet in the Southeast". Impressively, some gas stations in areas of the Great Lakes have dropped their prices by as much as 30-65 cents per gallon in the last two weeks, even as the national average has dropped just half of that, thanks to intense price wars and undercutting. On Sunday, gas prices averaged $2.52. That's down from $2.37 the same day last week and $2.30 a month ago.

In the West, California has the most expensive gasoline.

When looking at the price in metro Detroit compared to previous years, it was $2.24 in 2016, $2.38 in 2015, $3.39 in 204, $3.44 in 2013 and $3.94 in 2012.

Autumn is normally a time when gasoline prices fall a bit faster, since oil refineries have switched to producing cheaper winter-grade gasoline. "Things are beginning to level out a little bit", Jenkins said.

Hurricane Harvey shut down refineries and fuel shipping routes for a few days.
