Next, the renewal will go to the Senate.

The House is voting Thursday on possible changes to the legislation, and the Senate must also take action. Amash's amendment failed on the House floor by a vote of 183 to 233.

White House press secretary Sarah Huckabee Sanders on Wednesday night issued a statement asking lawmakers to vote against the legislation with the changes.

On Thursday morning, President Trump published a confusing tweet that seemed to question his administration's position on the matter.

While Trump's displeasure stemmed from his understanding that FISA was used in the creation of Christopher Steele's famed Trump dossier, the act is more generally used to pursue foreign terrorists. It is unclear what the dossier has to do with unmasking or the reauthorization of the spying program, but Trump has been repeatedly denouncing it in recent days. President Trump tweeted early Thursday morning, questioning the controversial program. "But it's got to be based on suspicion and not an area code".

Shortly after, Trump said the bill "is about foreign surveillance of foreign bad guys on foreign land".

"This [bill] strikes the balance that we must have between honoring and protecting privacy rights of USA citizens, honoring civil liberties, and making sure that we have to the tools we need in this day and age of 21st century terrorism to keep our people safe", Ryan said. The House also rejected an amendment offered by Congressman Amash (R-Mich.) - by a vote of 233 to 183 - which would have provided an overhaul of Section 702 with reforms meant to protect Americans' privacy rights. About two-thirds of the Republicans voted against the amendment and about two-thirds of the Democrats voted for it, so it wasn't really a "party line" vote, but the Democrats could have pushed it through had they all supported it.

"Thoughtful leaders on both sides of the aisle know FISA section 702 is a vital and carefully overseen tool to protect this country".

To back him and other members of Congress that plan to reject the S. 139 bill and support strong surveillance reforms, the EFF is encouraging everyone again to call their senators before the Tuesday vote and tell them to vote against S. 139.

Over an hour and a half later, the president followed up with a separate tweet making the case for reauthorization.

Sen. Mark Warner of Virginia, the top Democrat on the Senate's intelligence committee, criticized the president.

The national security establishment has warned it would not be able to detect terror plots without the bill.

Rep. Nancy Pelosi, D-Calif., the House Democratic leader, asked Ryan to pull the bill from consideration, according to a senior Democratic aide familiar with the request.
