UN's Zeid says Philippines' Duterte needs psychiatric evaluation

"He needs to submit himself to some sort of psychiatric examination."

Naija News learnt that Duterte had called a United Nations special rapporteur, a former Philippines lawmaker and four former Catholic priests and 600 communist guerrillas as "terrorists".

"Government accusations that global human rights experts have links to the NPA seek to undermine the valuable work they do to promote accountability for rights abuses", Asia division researcher for HRW Carlos Conde said in a statement.

Meanwhile, the U.N. High Commissioner for Human Rights Zeid Ra'ad al-Hussein told reporters in Geneva that Duterte needs to be checked by a doctor.

"This kind of comment is unacceptable, unacceptable".

The list is purportedly part of the DOJ's petition asking the Manila Regional Trial Court to declare the Communist Party of the Philippines (CPP) and the New People's Army as terrorist organizations.

Palabay said the petition was apparently filed "to sow fear and panic among Duterte's detractors, subjectively prepare the public for more intense political repression, and be the front act of a crackdown against the dictator wannabe's critics".

Now, branding individuals terrorists will allow the government to able to monitor them more closely, track finances and curb access to resources, among other measures.

Duterte ended peace talks with the communists in November, saying that the guerrillas had reneged on their commitment to peace when its members continued with attacks despite the peace talks.

Speaking to reporters in Geneva, the rights chief referred to a court petition filed last month by Duterte's government accusing the United Nations rapporteur on indigenous peoples, Victoria Tauli-Corpuz, and others of being members of a key communist rebel group.

This developed after Palace spokesman Harry Roque Jr. maintained that United Nations special rapporteur on extrajudicial executions Agnes Callamard, who has been the subject of Duterte's tirades, was "not welcome" in the Philippines.

Global rights groups and local critics have accused Duterte of drifting toward authoritarianism after declaring martial law in the south during a major attack by pro-Islamic State group militants past year.

Sison, who lives in the Netherlands, was Duterte's mentor at university though the pair are now bitter enemies.

In response, Duterte instructed the Philippine National Police (PNP) on March 1 not to cooperate in any investigation into the government's drug war. "Instead, of recognizing the legitimacy of the causes espoused by revolutionary groups and legal democratic organizations, the Duterte administration is pursuing even further the militarist line of terrorist-tagging", Zarate said.

A former Philippine lawmaker and four former Catholic priests were also included in the list.

Since then, Duterte has been vicious in his attacks on the communists and his recent controversial comments to "shoot women in the vagina" were directed at female communist rebel fighters. According to Human Rights Watch, at least 12,000 people have been killed in the Philippine president's brutal drug war since June 2016.
